Members of
African, South American and European NGOs expressed frustration with the
actions of the U.S. government and pledged to vigorously pursue the reparations
issue, regardless of U.S. participation. Panelists pointed out that
"history never ends, but determines the future," and emphasized the need
for interstate and intrastate reparations to repair the detriments of racism,
racial discrimination, xenophobia and reated intolerance. Also discussed
was the necessity for a means to develop reparations programs. It
was agreed that strong and precise language is key to producing an NGO
Declaration and Plan of Action that effectively addressed the reparations
issue.
